You're probably seeing more deer during a foggy morning because fog indicates a significant temperature drop. When things full of moisture and bodies of water are at a warmer temperature and the outside temperature cools, it creates the fog. Since deer move more on cool mornings, you typically see more deer on foggy mornings. It's more the reason why there is fog that has relation to why deer move rather than the fog itself being the reason.
