Gator, it sounds like he was advertising just the belt that the warmers go in. The warmers work with or without the belt. That is why it was said that the belt comes with 3 warmers. Once you use them, you trash them and buy more. The link was removed by a moderator as posting links for advertisement is not allowed. However, he gave the name so, you can google it to find out more info.

You bet they do. And don't mess up and put them in your boots before you walk to your stand or you will be on fire by tha time you get there. Here in North Louisiana, we get some bone chilling humid cold weather at times. I'm talking teeth rattling. I will leave my boots unlaced loosly and when I get to the stand, activate the hot hands and slide theminto the toe of the boot then slip my foot in to where the hot hands are long ways under the bottom of my toes. Yes, I use the hands for the feet as the hands get hotter and they are smaller. That and a couple of pairs of wool socks. I also put one on each hip by flipping my sweatpants over and "rolling" them up in there. That will help around the kidneys and generate heat that you will feel come up towards your neck. It is good to have a face mask of some sort that you can tuck in to your coat to channel the hot air that you exhale into your coat. Plus, this helps with not fogging up the scope when big boy walks out.
The key is to dress in layers and carry most your heavy clothes to your stand. Alot of hunters will overdress then they will be all sweaty whey they get to their stands causing them to freeze within an hour or so. And all that cotton insulated underwear and socks, throw that crap in the trash. Cotton is bad as it holds in moisture and traps it against the body.
