I believe it was president Thomas Jefferson who first had to deal with pirates. from a U.S. perspective.
In fact, there is reference to the subject in the Marine Corps Hymn, ("to the shores of Tripoli") He sent Marines over there and they took care of the problem. I'll bet you get could get some Marines to sign up for "pirate duty" no sweat. No matter their plight in life, they were wrong then, and they are wrong now. Some people only respect absolute violence done against them, then they go away. That is just life.
