Bucks will tend to keep their antlers longer in areas where there are not enough bucks to get all the does bred in the first rut, those unbred does will come back into heat every 28-30 days.
A buck is fertile and can breed when it has its antlers but after they are dropped the buck becomes infertile for that season. If bucks keep finding does out there that need to be bred they will create the hormones to keep their antlers up until they don't find any more unbred does or the time in the late winter/early spring when the amount of sunlight (photo period) shuts off the does heat cycle.
The drop in photo period/sunlight that starts the rut will also shut it off on an unbred does in the spring when the sunlight increases past a similar point.
As far as when the bucks lose their antlers, i'm pretty sure on most bucks the antlers start getting loose and when they pass under a tree or jump a fence etc the loose antler will get snagged and pulled off so one antler might come off a day or more before the second one falls off.
I wouldn't be surprised if a buck as he gets 2-3 years old or older and if he feels both the antlers getting really loose its possible he might rub them on a limb or bush until they both fall off just to get rid of them, which would explain why some people find both antlers from the same buck (matched pair) under the same tree or next to the same bush.
